Electricity Market Deregulation and Competition in Victoria

Australia's electricity market has been undergoing a process of deregulation which began in the late 1990s. The first stage of deregulation was to establish a national grid {{citymarketintro4}} in one state to be sold in a different state.

Another stage, which occurred earlier in some states, was the breaking up of the state owned electricity monopolies into several competing entities, then privatising them. In an attempt to stimulate a greater amount of competition the energy market was split into two types of entities

  • Energy Distributors
    Distributors are responsible for the physical delivery of electricity to the customers' premises . They own and manage the poles and powerlines, but do not deal directly with customers.
  • Energy Retailers Retailers have all the interactions with the customer. They sell the electricity and are responsible for billing. The states have between one and three distributors but up to thirty retailers.

On 1 July 2008 , the Victoria market was completely deregulated. This meant that consumers could now switch to whichever provider had cheaper prices.

    Jemena distributes electricity to the south-western and northern suburbs of Melbourne.
  • Powercor Australia
    Powercor provides electricity in the western Victoria and western suburbs of Melbourne.
  • Ausnet Services
    AusNet Services distributes electricity to the outer northern & eastern suburbs of Melbourne and eastern Victoria.
  • United Energy Distribution
    United Energy supplies electricity in the Mornington Peninsula and the southern suburbs of Melbourne.

Tips to lower your electricity consumption to save on your bills

Here are a few easy to implement ways to reduce household expenditure on electricity

  • Avoid use of your clothes dryer. Dry the clothes outside or alternatively, use an indoor clothing rack.
  • Turn all appliances off at the power socket when they're not in use.
  • A cheap alternative to an electric blanket is a hot water bottle.
  • Rather than turn on the heater, dress for the weather (jumper, booties, beanie, warm socks).
  • Eliminate draughts. Prevent cold air or hot air blowing in or leaving through gaps under doors or around your windows through the use of door snakes and gap seal tape.
  • Close doors to areas of your home that you don't use, so that you only have to heat or cool a smaller area.
  • Minimise the use of air conditioning by opening the windows at night to allow the cool air in, and shutting them each morning to keep the hot air out.
  • Reduce the use of lights. Use natural light more often.
  • Prevent the sun over-heating rooms by closing the curtains and blinds in the rooms where the sun shines in.

It's okay to change your mind because your new electricity provider allows you a ten-day 'cooling-off' period, that means you have ten days during which you can change your mind and stay with your current energy provider.
No. You won't have to do that. The delivery of actual energy to your premises, via the pipes and wires, is all done by an energy distributer (not by your retailer). The distributor continues to supply electricity to your premises even when you switch over to a different energy retailer. It is the retailer that issues your electricity bills, however, they buy the energy from the distributor and resell it to you. You can't purchase electricity directly from a distributor, you have to purchase it from an energy retailer. You can be sure that you won't experience an interruption to your electricity supply when you switch retailers, because you'll continue to use the same connection to the same distributor.
The 'paperwork' is processed quite quickly, often within 24 hours. However, the switchover will not happen until your old provider has sent you a final bill, and they can't do that until a final meter reading has been taken. Therefore, it depends on how long until your next meter reading. It could take up to three months.
We will sign you up with your new energy provider, and will also tell your current provider of your move away from them. The switch to your new provider will not happen straight away, though, because the old provider will have to do a meter reading again, one final time. and then send you their final bill. Your new provider will begin charging you from the date that the meter is read. the distributor who supplies the energy to your premises continues to be the same one as before the switch.
